Fix Bug with External Ids Containing a Quote (‘)

The application was not escaping single quotes when columns other than Id were used to uniquely identify a column.

Fix an Obscure State Bug with the Tracker Database

A tracker database could get into a condition where it thought a record id tracking table existed for a table when it fact it did not. Additional guard code was added to detect the condition and create the table specific tracking table.
